No. Final Fantasy 7 Rebirth is not a true open-world game. While it may seem so based on gameplay and trailers, the game is actually more like Final Fantasy XVI in terms of world style. It offers large, open regions for you to explore but these regions are broken up by story elements. While you are completing the story in an area like Junon, you are free to explore the region, completing side missions and challenges in the process. You are even able to fast travel to areas within the same region.
Despite everything not being available right away in Final Fantasy 7 Rebirth, this actually works out better for the story. After all, there are events that take place in the game that you could trigger early otherwise, breaking the continuity of the world. Other events could potentially bar you from entering an area as well until a specific time.
