To purchase the plans from Mortimer, you must have a reputation of at least friendly with the Raiders faction. If you aren’t friendly with the Raiders, the plans will not appear in his inventory. You can purchase the plans from Mortimer for 350 Gold Bullion. Return to Mortimer once you meet the requirements to get the plans.
