Before using the dog collar, you first need to get your hands on it. To do this, go to the Underdark. Specifically, you will want to travel to the Sussur Tree waypoint. To the south of the Sussur Tree, you will find a dog’s grave. Interact with the headstone and dig up the dog’s body to obtain the collar.
While this is a sad moment, it is something that will get you an item in return. That is if you know what you are doing.
What to do with the dog collar in Baldur’s Gate 3

Once you have the collar, go to the arcane tower in the southern part of the Underdark. After reaching the tower, go up one floor from the main floor that you enter on. If you have not completed the Arcane Tower, activate the elevator and look for the floor with the bed in the corner.
On the corner window, you will see a button. If you interact with the button while wearing the dog collar, it will dispense a raw steak. While this isn’t the most amazing reward, it is a nice bit of food that counts as 10 camp supplies for your next long rest. Unfortunately, that is all you will get out of this collar besides some fun bits of dialogue from those wearing it.
