Even though you aren’t really trying to matchmake with others, the game cannot create your private lobby if the matchmaking servers are having problems.
If you can’t get into a private lobby in Payday 3, try and join a regular lobby. If the servers are down, you should either be stuck waiting there a long time or receive a similar message saying matchmaking failed like with your private one.
