Even though you aren’t really trying to matchmake with others, the game cannot create your private lobby if the matchmaking servers are having problems.
If you can’t get into a private lobby in Payday 3, try and join a regular lobby. If the servers are down, you should either be stuck waiting there a long time or receive a similar message saying matchmaking failed like with your private one. You could always check the status of Payday 3’s servers, but as noted above, if you are trying to play just after launch, there have been a lot of problems getting the game to work days after release.
